A Precondition, Stated Negatively
てからでないと names something that must happen first, and says the rest is impossible without it.
- 相談してからでないと決められません。(I can't decide until I've consulted them.)
The Second Clause Must Be Negative
This is the rule, and it is not optional:
| ○ …てからでないと決められません | impossible without it |
| × …てからでないと決めます | contradicts the pattern |
For a positive result, use plain てから: 相談してから決めます.
Against てからでなければ
Identical in meaning, slightly more formal. Both appear in rules, procedures and polite refusals.
Why It Is Useful
It is the standard way to decline without refusing. Saying 無理です is blunt; saying 確認してからでないとお答えできません puts the obstacle on a process rather than on the person asking.
