N3Japanese Grammar

Bound to be; obviously; of course it is

Formation:Plain form + に決まっている | な-adj / Noun + に決まっている

Certainty With Attitude

に決(き)まっている asserts something is obvious — and often implies the listener should have known.

  • そんな話(はなし)、嘘(うそ)に決(き)まっている。(A story like that is obviously a lie.)

Against に違いない

Both mean "must be", and the difference is where the certainty comes from:

Pattern Basis Tone
に違(ちが)いない evidence the speaker has weighed measured
に決(き)まっている common sense, no weighing needed emphatic, sometimes impatient

に違(ちが)いない says "I've worked it out". に決(き)まっている says "obviously".

The Social Edge

Because it implies the answer was self-evident, に決(き)まっている can sound dismissive. Aimed at a person's question it borders on rude — 「行(い)くに決(き)まってるでしょ」 reads as "why are you even asking".

Between friends it is ordinary. In business, use はず or と思(おも)います.

Nouns Attach Directly

Unlike most patterns in this family, nouns need no connector: 嘘(うそ)に決(き)まっている, not ×嘘(うそ)だに決(き)まっている.

Spoken, it contracts to に決(き)まってる.
