•決める almost always uses the particle を before the thing being decided — for example, プランを決める means "decide on a plan."
•To say who decides something, just use the person as the subject with が — for example, 彼が場所を決めた means "He decided the place."
•Don't confuse 決める (to decide something) with 決まる (to be decided); 決める is for when someone actively makes a choice.
