•揺れる is an action that happens on its own (like trees swaying), so it's usually used with the particle が — for example, 木が揺れている (The tree is swaying).
•To say something is currently shaking or swaying, use the ている form: 揺れている — like 電車が揺れている (The train is shaking).
•Don’t confuse 揺れる (to sway on its own) with 揺らす (to shake something); if you are doing the shaking, use 揺らす instead.
